Latest Update: The House Energy and Environment office voted to move forward the bill on 4-4-24. It is now headed to the Appropriations Committee before receiving a full floor vote.
Communities deserve clean, affordable, and healthy heat and electricity. However, our state’s largest utility, Xcel, and other dual-fuel utilities are continuing to rely on fossil-gas to power homes. A new bill, introduced by Representatives Cathy Kipp (D-Larimer Co) and Jenny Willford (D-Adams Co), would give communities and local governments a chance to move away from more fossil gas infrastructure and switch to all-electric for home heating and water.
If passed, this legislation would reduce greenhouse gas emissions in buildings by providing neighborhood-scale alternative projects that can shut down gas systems, avoid investing in more costly fossil gas infrastructure, and improve indoor health for families and businesses.
These alternative projects prioritize cost-effectiveness for consumers, include strong vetting processes, and, most importantly, allow for community input and education.
