Governor Lamont: Clean Up the State Owned Fossil Fuel Capitol Area Heating Systems

The Capitol Area System is one of the oldest polluting fossil fuel power systems in Connecticut. It is supplying steam and chilled water for heating and cooling 18 buildings in Hartford including state-owned buildings. Hartford, where the Capital Area System is located, is one of the country’s asthma capitals.

The State of Connecticut purchased this aging plant in 2022 and will need to find a new way to provide heat and cooling to the buildings it serves. Governor Lamont has the opportunity and responsibility to ensure the State of Connecticut lives up to its environmental justice and climate commitments by ensuring that this dirty system is replaced with 100% clean and renewable technology. 

In 2021, Governor Lamont issued Executive Order 21-3 which calls for the state to plan to retrofit existing fossil fuel-based heating and cooling systems at state buildings to systems capable of being operated without carbon emitting fuels. Now is the time to do this with the Capitol Area System plant and the buildings it serves.

The Capitol Area System is one of the oldest polluting fossil fuel system in the state. The fracked gas system is located at 490 Capitol Avenue, Hartford adjacent to residential neighborhoods as well as the State Capitol. Hartford is already one of the ‘asthma capitals’ of the US, with some of the most asthma-related fatalities, emergency room visits, and patients in the country. The Capitol Area System is a polluting system supplying steam and chilled water to heat and cool 18 buildings in Hartford including the Capitol complex, OPM, the CT Supreme Court, State Library, Appellate Court, Department of Energy & Environmental Protection, the State Office Building and more. The State of Connecticut has purchased this aging system and will need to find a new way to provide heating and cooling to the buildings it serves. Your Executive Order 21-3 calls for the state to plan to retrofit existing fossil fuel-based heating and cooling systems at state buildings to systems capable of being operated without carbon emitting fuels. Now is the time to do this with the Capitol Area System plant and the buildings it serves. I urge you to lead by example and ensure the state lives up to its environmental justice and climate commitments. I am asking you to commit to replacing this dirty system with 100% clean and renewable technology for it and the buildings it serves. Thank you for your attention to this important matter. Gobernador Lamont: Limpiar la central eléctrica de propiedad estatal y los sistemas de calefacción del área del Capitolio La CDECCA es una de las centrales eléctricas de combustibles fósiles más contaminantes del estado. La planta de gas fraccionado está situada en el 490 de la Capitol Avenue, en Hartford, junto a barrios residenciales y al Capitolio del Estado. Hartford es ya una de las capitales del asma de los Estados Unidos, con una de las mayores cifras de muertes relacionadas con el asma, visitas a urgencias y pacientes en el país. La CDECCA es una central eléctrica contaminante que suministra vapor y agua fría para calentar y enfriar 18 edificios de Hartford, entre ellos el complejo del Capitolio, la OPM, el Tribunal Supremo de CT, la Biblioteca Estatal, el Tribunal de Apelación, el Departamento de Energía y Protección Ambiental, el edificio de oficinas del Estado y otros. El Estado de Connecticut está comprando esta planta antigua y tendrá que encontrar una nueva forma de proporcionar calefacción y refrigeración a los edificios a los que sirve. Su Orden Ejecutiva 21-3 exige que el Estado planifique la adaptación de los sistemas de calefacción y refrigeración existentes, basados en combustibles fósiles, en los edificios estatales, a sistemas capaces de funcionar sin combustibles que emitan carbono.
