Governor Lamont: Clean Up the State Owned Fossil Fuel Plant and Capitol Area Heating Systems

The Capitol Area System is one of the oldest polluting fossil fuel power plants in the state. The fracked gas plant is located at 490 Capitol Avenue, Hartford adjacent to residential neighborhoods as well as the State Capitol. Hartford is already one of the ‘asthma capitals’ of the US, with some of the most asthma-related fatalities, emergency room visits, and patients in the country. The Capitol Area System is a polluting power plant supplying steam and chilled water to heat and cool 18 buildings in Hartford including the Capitol complex, OPM, the CT Supreme Court, State Library, Appellate Court, Department of Energy & Environmental Protection, the State Office Building and more. The State of Connecticut has purchased this aging plant and will need to find a new way to provide heating and cooling to the buildings it serves. Your Executive Order 21-3 calls for the state to plan to retrofit existing fossil fuel-based heating and cooling systems at state buildings to systems capable of being operated without carbon emitting fuels. Now is the time to do this with the Capitol Area System plant and the buildings it serves. I urge you to lead by example and ensure the state lives up to its environmental justice and climate commitments. I am asking you to commit to replacing this dirty power plant with 100% clean and renewable technology for it and the buildings it serves. Thank you for your attention to this important matter.
