The Capitol Area System is one of the oldest polluting fossil fuel power plants in Connecticut. It is a plant supplying steam and chilled water for heating and cooling 18 buildings in Hartford including state-owned buildings. Hartford, where the plant is located, is one of the country’s asthma capitals.
The State of Connecticut purchased this aging plant in 2022 and will need to find a new way to provide heat and cooling to the buildings it serves. Governor Lamont has the opportunity and responsibility to ensure the State of Connecticut lives up to its environmental justice and climate commitments by ensuring that this dirty power plant is replaced with 100% clean and renewable technology.
In 2021, Governor Lamont issued Executive Order 21-3 which calls for the state to plan to retrofit existing fossil fuel-based heating and cooling systems at state buildings to systems capable of being operated without carbon emitting fuels. Now is the time to do this with the Capitol Area System plant and the buildings it serves.
