Redwood LIFE Project is Just Too HUGE. Redwood City Deserves a Better Alternative.

A massive speculative biolab development, the Redwood LIFE Project, is proposed along the Redwood Shores Ecological Reserve. This is not a typical project. At more than 5 million gross square feet it will be more than double the size of the Oracle campus and three times the size of the Salesforce tower. It is bigger than most projects on the Peninsula and bigger than anything Redwood City has ever contemplated. 

The impacts are complex. It’s sited on an unlined, pre EPA legacy waste dump, already experiencing sea-level rise and groundwater rise, a collapsing cap, storm surges and a collapsing levee. It would also bring years, potentially decades, of disruptive construction, along with contamination risks from building atop a former dump, and potentially grave consequences for Redwood City’s adjoining wildlife reserve and wetlands.

Moreover, the greenhouse gas impacts and congestion from traffic will be unprecedented for the Shores, bringing more than 5,000 daily car trips and residual pollution to this remote bayside location, surrounded by family homes and an ecological reserve.

The environmental impact report for this project is coming soon, but it won’t resolve all concerns or answer every question, including long-term risks like sea level rise and ground water rise. 

Instead of waiting for that report, the Redwood City City Council needs to hear NOW that the community is still concerned about this project and is looking for Council leadership to ensure that the final project is right-sized and compatible with this location and its sensitive shoreline.

With the environmental review for the proposed Redwood LIFE project expected soon, I ask you to take a careful, common-sense look at what a project of this size would mean for the people who live here and for our fragile shoreline habitats. From what’s been shared so far, this is a project of unprecedented size and complexity, both for the City and the Peninsula. In addition to the 2.9 million square feet of new office and lab space, multiple parking structures bring the total amount of new development for this project to more than 5 million gross square feet. As proposed, the project will bring many years, potentially decades, of disruptive construction chaos, including noisy pile-driving, and plans to build atop an already degrading former dump site with contamination and safety risks. It raises serious concerns about traffic, neighborhood safety and quality of life, and poses substantial threats to surrounding wetlands and wildlife. This site is also along a shoreline facing increasing flood risk as sea levels rise. Decisions made now, like how close development is built to the shoreline, can either preserve or limit future options to protect this area. Leaving more space for wetlands and natural buffers is one of the most effective ways to reduce long-term risk while preserving the Bay’s inherent resilience functions. The upcoming environmental impact report will provide useful information. However, it won’t fully capture all of the impacts we will experience or how changing conditions, like rising sea levels, could affect this site through time. That’s why your judgment and leadership matters. Please protect our daily quality of life and long-term well-being. Only approve a project that is right-sized for our community and makes positive contributions to the resilience of our shared regional bayfront.
