No First Use of Nuclear Weapons

A nuclear war is unwinnable. Decades of nuclear weapons negotiations are based on the understanding that nuclear weapons are too powerful and too destructive ever to be used.
The current administration has abrogated two nuclear treaties and plans to create a new generation of "low yield" nuclear weapons for "tactical" use.

Threats to use nuclear weapons offensively are dangerous and irresponsible. Congress must intervene by declaring illegal the first use of nuclear weapons as proposed by Representative Adam Smith in his bill, HR 921.
