Tell Lawmakers to Stay Strong on Clean Trucks Standards

In 2021, a regulation known as the Advanced Clean Trucks rule was added to the books, requiring truck manufacturers to gradually increase the sale of zero-emission vehicles in New York. Now, during the first year of implementation, just when the rubber is about to meet the road, New York lawmakers want to postpone enforcement. Corporations have had decades to clean up their act voluntarily, but they haven't. Now it's time for strong, enforceable standards that prioritize people over profits.

Dear Governor Hochul, Speaker Heastie and Majority Leader Andrea Stewart-Cousins Clean trucks are about putting the health and well-being of our families first. For too long, the trucking industry has put profits over people, and it's our communities -- our families, our neighbors, our children -- that have paid the price. The trucks that rumble through our streets every day emit harmful pollutants, like diesel exhaust, that make our air unsafe to breathe, especially for children, the elderly, and those with respiratory conditions. It's time to shift the focus from corporate bottom lines to the quality of life of the people who live here. Clean truck standards aren’t just about reducing greenhouse gas emissions; they’re about protecting all New Yorkers from the dangerous pollutants that disproportionately impact low-income communities and communities of color. Zero-emission medium-heavy duty vehicles include battery-electric and fuel-cell electric trucks, buses, and vans. The sales targets will also drive investment in other zero-emission technologies and charging infrastructure. This delay bill rewards industry tactics designed to undermine regulations that manufacturers have had years to prepare for. The Advanced Clean Truck (ACT) rule includes significant flexibility provisions and a gradual phase-in approach including “early action” credits, credit banking, credit trading between manufacturers, near zero emission vehicles, interchangeable non-tractor credits, use of non-tractor credits to meet tractor deficits for manufacturers with twenty-five or fewer tractor deficits, and carry forward deficits. Delaying ACT would disproportionately harm disadvantaged communities that bear the heaviest burden of air pollution from truck traffic. These communities cannot afford to wait any longer for cleaner air. In the wake of recent federal rollbacks to our nation's clean air standards, it has never been more important for New York to stand firm on its commitments to climate leadership.
