I am writing to express my concerns about Rocky Mountain Power's 2025 Integrated Resource Plan. This plan prioritizes costly, harmful technologies while reversing plans to invest in clean, affordable energy, leaving Wyoming ratepayers to bear the financial and health burdens.

RMP's continued reliance on outdated coal plants and expensive carbon-capture technology is a risk-laden plan that threatens to drive up energy costs. In 2023, 95% of RMP's requested rate increases were due to high fossil fuel costs. Meanwhile, Wyoming stands to gain $148 million in tax revenue and thousands of jobs by expanding renewable energy, according to a Sierra Club analysis conducted by Current Energy.. Yet PacifiCorp's plan moves in the opposite direction.

I urge the PSC to reject costly, high-risk continued reliance on fossil fuels and instead push Rocky Mountain Power and PacifiCorp to prioritize affordable, reliable clean energy that benefits Wyoming families and businesses. When RMP's pursuit of carbon capture and small-scale nuclear fail to materialize, it will be RMP's customers who pay the price. RMP should be investing in clean energy today, when it is cheapest, not waiting until the 2030s to commit. Wyomingites shouldn't have to pay more for decisions that benefit corporate shareholders and hurt our communities.

Please advocate for an energy plan that protects ratepayers, public health, and our economic future and reject PacifiCorp's current Integrated Resource Plan.
