It is simple: the South Coast Air Quality Management District’s (SCAQMD) mission is to clean the air and protect the health of all residents in the South Coast Air District -– covering a large portion of Los Angeles, Riverside, and San Bernardino Counties . Yet, over the past twenty years our region failed to meet the federal government's safe air quality standards. every. single. time.

This problem is only getting worse as online retailers reach record profits. Transporting your online hauls means more trucks, more trains, and more pollution in communities that already suffer from poor air quality. It's beyond time for the ports and air regulators to get their act together!

The solution can be just as simple: SCAQMD must create a strong Indirect Source Rule (ISR) that will deliver real emission reduction targets to reduce harmful pollution from the ports and improve air quality.

Dear Honorable SCAQMD Board and Director Wayne Nastri: Indirect sources of pollution from ports continue to be a major source of air pollution emissions, especially from diesel and gas sources. The San Pedro Bay Ports of Los Angeles and Long Beach have experienced unprecedented growth this past year, setting record after record. This growth directly impacts the health and safety of the neighboring community. More growth at the ports means more truck trips, more train trips, and more pollution, which all heavily burden residents that live near the ports and freight corridors. A Port Indirect Source Rule (ISR) would offer an innovative opportunity to grow zero emissions infrastructure, equipment, and emissions tracking. Although both ports have a Memorandum of Understanding (MOU) with the SCAQMD for their indirect sources of air pollution, this is merely a handshake agreement with little accountability. This agency is responsible for the protection and quality of life of public health as it relates to air pollution. Despite the threat of Federal mandates in 2023 and 2031, along with the clear and present public health crisis that polluted air presents, the South Coast AQMD has struggled to pass sufficient regulations or standards to achieve significant progress towards clean air with the ports. For the past four years, little progress has been made during the MOU process. We cannot stand by as the ports continue to do the bare minimum to improve air quality in their operations. An Indirect Source Rule would help keep all parties informed on the progress of necessary changes to help monitor, implement, and revitalize port operations as they continue to switch their technologies over to zero emissions. Transparency would be important as an ISR is implemented while the ports continue the necessary job of stocking our goods in our stores, pantries, and medicine cabinets. Please support staff in passing a strong Port Indirect Source Rule to move forward on our must-needed regulation.
