Our air should keep us healthy, not make us sick. Southern Californians have fought for decades for cleaner air, but pollution from industrial boilers and heaters still harms the same communities that have waited the longest for relief.

Last year, the South Coast Air Quality Management District (AQMD) took a major step by passing Rule 1146.2 to clean up more than a million small boilers and water heaters, a major source of smog-forming pollution from homes and businesses. That progress showed what’s possible when leaders act.

Now it's time for the Air District to finish what they started. Nearly 1,900 larger industrial boilers and heaters still pump out harmful emissions from factories, hospitals, and large buildings across Los Angeles, Orange, Riverside, and San Bernardino Counties. Most are in the same neighborhoods already facing the heaviest health burdens.

More than 70% of these polluters are located in or near disadvantaged communities, and 85% are within a mile of schools. Families who have waited the longest for clean air shouldn’t have to wait any longer.

By passing strong Rules 1146 and 1146.1 in 2026 and prioritizing zero-emission technologies, AQMD can protect everyon's health and prove that clean air isn’t a privilege--it's a right.
