Support Smart, First-Step Data Center Oversight

Pennsylvania is seeing rapid growth in data centers. These facilities consume enormous amounts of electricity and water and can impact local communities.

Right now, the PA General Assembly is considering two important, commonsense bills:

  • HB 2150 – Requires annual reporting of data center energy and water use
  • HB 2151 – Provides a model ordinance to help municipalities manage data center development

These bills are not the final word on data center policy but they are important first steps toward transparency, local control, and informed decision-making.

HB 2150 would give policymakers and communities the data they need to understand how these facilities affect our grid, water resources, and environment. 

HB 2151 would give local governments access to a state-developed, optional model ordinance to help them address issues like siting, noise, and community impacts. This is especially helpful for municipalities that lack planning capacity. 

Unfortunately, there has been some confusion about HB 2151. To be clear:

  • Using or adopting the model ordinance is optional, not mandatory
  • It is a tool for municipalities, not a limit on local authority
  • It does not provide special rights or incentives to data centers

Together, these bills move Pennsylvania toward a more transparent, thoughtful approach to managing a fast-growing industry.

Take action today: Ask your state legislators to support HB 2150 and HB 2151.

Dear Senator, I urge you to support House Bills 2150 and 2151. As Pennsylvania experiences rapid growth in data center development, it is critical that policymakers and local communities have the tools and information necessary to manage this industry responsibly. HB 2150 would establish straightforward annual reporting requirements for data centers, including their energy and water use. This transparency is essential for understanding impacts to our electric grid, water resources, and local communities, and for informing future policy decisions. HB 2151 would direct the development of a model ordinance to assist municipalities in regulating data center siting and operations. Importantly, this ordinance is entirely optional and is intended to support - not replace - local decision-making. Many communities lack the resources or technical expertise to develop such frameworks on their own, and this bill would provide valuable guidance. There has been some misinformation surrounding HB 2151. To be clear, the bill does not mandate adoption of any ordinance, does not cap local authority, and does not grant special standing or incentives to data center developers. Rather, it offers a practical tool to help communities address issues such as land use, noise, and infrastructure impacts. These bills represent pragmatic, balanced first steps. They improve transparency, support local governments, and lay the groundwork for more comprehensive policy in the future. I encourage you to support HB 2150 and HB 2151.
