Clean Up Industrial Pollution in the Bay Area -- Advance Rule 9-7 Now

Right now, we have a chance to cut industrial air pollution, protect community health, and move the Bay Area toward clean, climate-friendly manufacturing. But we need your voice.

The Bay Area Air District's Stationary Source Committee is deciding which rules to prioritize from 2025 to 2030. We're calling on them to update Rule 9-7 -- a key rule that regulates fossil-fueled industrial boilers.

These boilers are still used in facilities that produce food, beverages, paper, and more. They release nitrogen oxides (NOx), sulfur dioxide (SO2), and particulate matter -- pollutants linked to asthma, heart disease, and early death. Communities like East Oakland and Richmond bear the brunt.

Clean, zero-emissions alternatives like electric industrial heat pumps already exist. It's time we use them.

By advancing Rule 9-7, the Air District can:

✅ Lead California and the nation in clean manufacturing

California is the nation's top manufacturing state -- but too many of our facilities rely on outdated, fossil-fueled equipment. And too many are in or near environmental justice communities already burdened by dirty air.

We don't have to choose between clean air and good jobs. Updating Rule 9-7 will deliver both.

To: BAAD Stationary Source Committee Industrial boilers may be out of sight, but they have a major impact on local air quality -- and they are certainly not out of our minds. These hidden polluters release dangerous air pollution and climate-warming emissions that harm public health, especially in frontline communities already burdened by dirty air and environmental injustice. That's why the Stationary Source Committee needs to add Rule 9-7 to the rule development schedule without delay to prioritize public health and environmental justice. Industrial boilers, ovens, and furnaces are located directly in communities throughout the Bay Area with populations within 1 mile of a manufacturing facility having higher rates of poverty and a higher percentage of Black and Hispanic communities. On top of that, these communities have a statistically higher rate of asthma, heart disease, and COPD. Rule 9-7 would help alleviate the burden these communities are unjustly bearing. Rule 9-7 would initiate the phaseout of fossil fuel–powered industrial boilers and support their replacement with clean zero-emission alternatives. This critical step is long overdue and essential to achieving the region’s air quality and climate goals. The Bay Area deserves clean air and a just, sustainable future. We urge you to act now by adding Rule 9-7 to the rulemaking calendar.
