The data center ordinance introduced by New Castle County Councilman Carter would create much-needed guardrails to protect against the harmful impacts of large, hyperscale data centers. This ordinance is how we balance economic growth while avoiding the drastic impacts these large facilities have had on other local communities and ratepayers. We invite residents of New Castle County to use this tool to send an email to their County Council Member, urging them to support Substitute No. 2 to Ordinance 25-101.

I am urging you to support SUBSTITUTE 2 TO ORDINANCE NO. 25-101. This ordinance balances economic growth with reasonable safeguards to protect the people of New Castle County from the negative impacts of hyperscale data centers. We have seen the harm that large data centers can cause in other states, such as Virginia and Texas. This ordinance implements the same solutions other localities are adopting in the face of hyperscale data center development. This ordinance is not about stamping out data center development in the county; rather, it is about creating necessary safeguards and guidelines to ensure that these facilities minimize the harm they can cause to the environment, local communities, and ratepayers. In fact, by passing this ordinance, we can create even more jobs by ensuring developers deploy the newest solutions to common data center problems. The ordinance addresses key concerns residents have raised about large data centers, including low-frequency noise, impacts on utility prices and water quality and availability, emissions from backup generators, and the siting of these massive facilities. The points outlined in the ordinance draft would create a comprehensive program that addresses gaps in our current regulatory processes and considers the unique challenges data centers present. Please listen to the voices of your constituents who are worried about noise and higher energy bills. If implemented correctly, the ordinance provides a clear path forward for data center development that protects residents while creating massive economic opportunities for our county. It guides developers towards technology that can increase energy efficiency, protect the grid, prevent utility bill spikes, use less water, minimize disturbances, and minimize overall impact. This certainty will undoubtedly help us out in the long run. Please vote yes on SUBSTITUTE NO. 2 TO ORDINANCE NO. 25-101.
