Arizona Public Service (APS), Arizona's largest utility is asking the Arizona Corporation Commission (ACC) for a rate increase of approximately 14%, increasing the average residential utility bill by about $240 per year. If approved, this will be the third rate increase in the last five years. To make matters worse, the utility is seeking "formula rates," which would allow them to increase rates annually without oversight by the ACC in a rate case, the entity that is supposed hold these monopoly utilities accountable.
Unfortunately, this is all happening while the utility backs off on clean energy commitments and making plans to run the dirty expensive Four Corners Power Plant beyond its 2031 proposed retirement date. APS is also investing huge amounts in methane gas plants, recently announcing plans to add 2000 megawatts, much of it for data centers.
The ACC is supposed to ensure that rates are just and reasonable, hold utilities accountable, and help protect ratepayers like us. If the ACC approves a significant rate increase with the formula rates, it will mean our electricity bills will be even less affordable and also reduce the incentives for APS to operate efficiently and control expenditures on capital such as big power methane gas power plants.
